There being no incubation period with the brain succumbing in 10-20 seconds, and the first movie showed that the infected were attracted to/were intelligently drawn by light, made the bunker plan relatively viable.

There wasn't enough there that convinced me that everyone had become complacent and it was the reason for the collapse of the city. Just broke the illusion of the whole basic premise to me and I would have almost rather they have some kind of magic macguffin virus variant as the trigger for the outbreak etc. To me it just seemed like "there's no way this city was able to become the quarantine zone and reach this kind of stability but ALSO make so many bad moves and decisions and fuck ups we see happening in this film." And then I didn't enjoy the overly long escape segment of the film.
